Day of Service: Volunteers Clean Up Boulevard

A Day of Service on January 20, MLK Day was organized by Funston Avenue neighbor Cathy Madison. A turnout of 74 adults and 8 kids scoured all fourteen blocks of the Boulevard and filled 90 recyclable trash bags, 6 brown bags and 10 to 20 buckets of recyclable materials.

Master Plan Update

In 2006 we presented our conceptual master plan for the Boulevard at the PPN Town Hall meeting.  This plan has been used to reflect the interests of the community to revitalize and clean up this important gateway.  The plan has received broad based support throughout the City as we made presentations to Mayor Newsom, Supervisor McGoldrick, Yomi Agunbiade, S. F. County Transportation Authority, Department of Public Works, PAR, Speaker Pelosi’s office, DPT, and DPW.  Using the Master Plan to draw attention to the current condition of the Boulevard, we were successful in getting an initial $200,000 added to Rec and Park’s 2007-2008 budget to begin the first phase of removing hazardous trees.  This process consists of two parts; the first, now completed, involves a comprehensive survey of all the trees on the Boulevard.  After the report and its recommendations are presented at the May 21 Town Hall meeting the second part will address the removal of identified hazardous trees.

We will continue to use the Master Plan as a means to an end – to improve the conditions on the Boulevard and revitalize this historical byway in the City.  Mayor Newsom’s office has formed a working group led by Astrid Haryati, Mayor’s Office Greening Director, to coordinate the efforts of Rec and Park, SFCTA, MTA and DPW to work with PPN and the community to get the attention needed to meet the long deferred maintenance and future planning needs of the Park Presidio Blvd greenway.

 

19th Avenue/Park Presidio Blvd Transportation Plan

The San Francisco County Transportation Authority (CTA) project on the 19th Avenue/Park Presidio Boulevard Transportation Plan has been in process for over a year.  This project involves numerous improvements for pedestrian safety and transit operations including signal upgrades, improved traffic signal visibility to motorists, pedestrian safety improvements, installation of pedestrian countdown timers, and short-term transit access improvements.  CalTrans has started Phase I, including signal upgrades on 19th Avenue from Lincoln Way to Junipers Serra Boulevard.  The design for Phase II, including Park Presidio Boulevard from Fulton to California will be finalized and put out to bid soon.  PPN representatives have attended the previously conducted public hearings and also met with officials from the partner agencies to the project including SFCTA, SFMTA, DPT, DPW, and Rec and Park to make sure we had the opportunity to provide input on signal and lighting design for the Boulevard.

 

Municipal Transportation Agency Mid-Richmond Traffic Calming Project

In 2007, after several public meetings, SFMTA formed a Citizens Advisory Committee to develop ideas for a comprehensive traffic calming plan for the mid-Richmond district, including the frontage streets to Park Presidio Boulevard from Fulton to Lake Street.  Part of the “Livable Streets” effort, traffic calming is intended to address issues such as speeding, reckless driving, pedestrian safety, and traffic spillover from main arterials to local roads.  In 1999 PPN received a traffic and pedestrian safety grant and compiled a comprehensive study detailing neighborhood concerns.  Our final report became an important part of the community input to MTA.  PPN subsequently submitted an application for our neighborhood to be included in the MTA Livable Streets Traffic Calming study which is now in the design phase.  Three of our Executive Committee members are serving on the Advisory Committee.
